GENDER CONFLICT ASSESSMENT (GCA)

Project: Renewed Women’s Voice and Leadership (RWVL) Nigeria Project
Locations: Kwande (Jato-aka) and Guma (Yelewata, Mega IDP Camp) LGAs, Benue State, Nigeria

1. Background

The RWVL Project will be implemented in Kwande and Guma Local Government Areas of Benue State, contexts characterized by complex socio-political dynamics and localized instability. In alignment with gender-transformative programming, conflict sensitivity standards, and the “Do No Harm” principle, a structured Gender Conflict Assessment (GCA) is required prior to project commencement.

The assessment will generate empirical evidence on how gender roles, power relations, social norms, and conflict dynamics intersect within target communities, with the aim of informing inclusive, risk-informed, and context-specific programming.

2. Purpose of the Assignment

To conduct a comprehensive Gender Conflict Assessment using mixed-methods research approaches to identify gender-specific vulnerabilities, structural inequalities, and conflict-related risks, and to generate actionable recommendations for gender-responsive and conflict-sensitive implementation of RWVL activities.

3. Objectives

The specific objectives are to:

  1. Analyze the intersection between gender norms, social structures, and local drivers of instability.
  2. Identify gender-specific vulnerabilities, protection risks, and barriers to participation.
  3. Examine power dynamics at household, community, and institutional levels.
  4. Assess the impact of conflict on women, girls, men, boys, and marginalized groups.
  5. Evaluate existing community coping mechanisms and protection systems.
  6. Provide evidence-based recommendations to ensure gender-transformative and conflict-sensitive programming.
  7. Develop mitigation measures to minimize unintended harm and exacerbation of inequalities.

4. Scope of Work

The consultant(s) shall undertake the following tasks:

 

4.1 Inception Phase 

  • Design gender-sensitive data collection instruments (FGD guides, KII tools, observation checklists).
  • Develop ethical protocols, including informed consent procedures.
  • Define analytical framework aligned with gender analysis and conflict sensitivity standards.

4.4 Gender-Conflict Intersection Analysis

The consultant shall:

  • Conduct intersectional analysis examining how gender interacts with age, disability, socio-economic status, ethnicity, and displacement status.
  • Identify gendered impacts of insecurity and instability.
  • Assess risks of Gender-Based Violence (GBV) within the context (without requiring disclosure of sensitive survivor information).
  • Map risk hotspots and vulnerability zones.

4.5 Conflict Sensitivity and Do-No-Harm Analysis

  • Identify potential risks of project interventions exacerbating existing inequalities.
  • Analyze resource transfer risks and elite capture dynamics.
  • Assess unintended consequences of programming on gender relations.
  • Develop mitigation strategies to prevent harm.

4.6 Risk Identification and Mitigation Framework

  • Develop a Gender Risk Register.
  • Provide risk categorization (likelihood, severity, impact).
  • Recommend operational safeguards.
  • Propose monitoring indicators for gender-sensitive implementation.

6. Deliverables 

  1. Final Gender Conflict Assessment Report, including a Gender Risk Register and Mitigation Plan.
