SECURITY RISK ASSESSMENT & COMMUNITY SAFETY AUDIT
Project: Renewed Women’s Voice and Leadership (RWVL) Nigeria Project
Locations: Kwande (Jato-aka) and Guma (Yelwata, Mega IDP Camp) LGAs, Benue State, Nigeria
Duration: 7days
1. Background
The RWVL Project intends to undertake field activities across Kwande and Guma Local Government Areas of Benue State. Given the prevailing security dynamics in parts of the state, a comprehensive Security Risk Assessment and Community Safety Audit is required prior to commencement of location visits and program implementation.
The assessment will provide an evidence-based evaluation of threat levels, contextual vulnerabilities, operational risks, mitigation mechanisms, and contingency plans necessary to ensure the safety of personnel, beneficiaries, assets, and implementing partners.
2. Purpose of the Assignment
To conduct a structured, field-based and analytical security risk assessment of the target LGAs and develop actionable recommendations, risk mitigation strategies, and contingency frameworks to support safe and uninterrupted project implementation.
3. Objectives
The specific objectives of the consultancy are to:
- Assess the current security environment in Kwande and Guma LGAs.
- Identify and analyze potential threats, vulnerabilities, and risk exposure relevant to project operations.
- Evaluate community safety dynamics and conflict sensitivity considerations.
- Review existing local security structures and response mechanisms.
- Develop a comprehensive Risk Mitigation and Contingency Plan.
- Provide location-specific operational security recommendations for field deployments.
4. Scope of Work
The consultant shall undertake the following:
4.1 Contextual Security Analysis
- Conduct desk review of relevant security reports, incident data, and situational analyses.
- Map historical and current conflict patterns in both LGAs.
- Analyze political, socio-economic, ethnic, and environmental drivers of insecurity.
Threat and Vulnerability Assessment
- Identify threats (e.g., armed conflict, banditry, communal clashes, kidnapping, civil unrest, etc.).
- Assess vulnerability levels of:
- Project personnel
- Beneficiaries
- Assets and logistics
- Transportation routes
Risk Rating and Analysis
- Apply a recognized risk assessment framework (e.g., qualitative and/or quantitative matrix).
- Categorize risks by:
- Likelihood
- Impact
- Severity level
- Provide prioritized risk register.
4.2 Contingency Planning
- Develop an actionable Contingency and Emergency Response Plan.
- Outline crisis management procedures.
- Provide incident response workflow.
5 Final Deliverables
- Comprehensive Security Risk Assessment Report, including Risk Matrix and Risk Register, Location-Specific Security Brief, Contingency Plan.
